Primary school is the common basic level of the school system. It teaches basic knowledge and basic skills. Its special mission is characterized by the gradual introduction of pupils from playful forms to scholastic forms of learning and working. This includes the development of the various talents of the pupils in a common course of education, the practice of behavior for living together and the promotion of the competences of design and creative expression. Primary school comprises four school grades. According to the Education Act (2015), parents of children with special educational needs have the right to choose between mainstreaming at primary school and a special education and counseling center (SBBZ). Pupils with special educational needs can attend this type of school.
